Gatehouse & Operational Process Analysis

Resource Hub conducted a comprehensive gatehouse and operational process analysis at the City of Canterbury Bankstown’s Kelso Waste Facility — delivering a data governance assessment, risk register, and tailored recommendations to support the council in strengthening its levy compliance, operational processes, and long-term waste management outcomes. 

The Challenge

In June 2024, discussions between Canterbury Bankstown Council and Resource Hub at the Waste Contractors & Recyclers Association Conference identified an opportunity to investigate the operational processes, data capture, and regulatory reporting practices at the council’s Kelso Waste Facility. 

The council wanted to take a proactive step toward greater confidence in transaction capture, operational best practice, waste regulation, and levy compliance — rather than waiting for issues to surface. With significant Operational Purpose Deduction (OPD) and Transportable Waste Deduction (TWD) opportunities on the table, there was clear value in getting a structured, independent view of where the facility stood and where it could go.

What We Did

Resource Hub completed a site review and analysis of operational and transactional data capture methods, infrastructure, and processes at the Kelso Waste Facility. The engagement included: 

  • Assessment of gatehouse operations, vehicle movements, transaction capture equipment, and data processes 
  • Audit of data integrity and administration, including transactional, regulatory, and mass management requirements 
  • Identification of opportunities to minimise levy liability, with a focus on OPD and TWD improvements 
  • A comprehensive data governance workbook with targeted recommendations for change 
  • A high-level report with operational, business process, and risk mitigation recommendations 
  • A risk register in both PDF and editable MS Excel format for ongoing use by council 

Findings were condensed and tailored to the business needs of the council, ensuring the report could be used directly to support internal proposals to executive management.

Outcomes

The audit identified opportunities for improvement across all areas assessed — not because the facility was doing things wrong, but because it was ready for the next level of operational and data maturity and sophistication. 

The most significant opportunities centred on upgrading to a more suitable transactional software platform, formalising existing processes into documented procedures, and investing in targeted training for gatehouse and landfill staff. 

Resource Hub also recognised the exceptional knowledge and skills already present within the gatehouse and landfill teams, recommending that this expertise be formalised into a written gatehouse and operations guide to ensure it is retained and transferable as the team evolves. 

Conclusion

The Kelso Waste Facility has strong foundations — experienced staff, established operations, and a council committed to improvement. What the analysis provided was a clear picture of where those foundations could be strengthened, and a practical roadmap for doing so. 

With significant OPD and TWD opportunities identified, the potential levy liability savings from acting on these recommendations represent a meaningful financial return for the council — as well as a stronger compliance position going forward.
