Our Goal
We bring together experienced and passionate waste industry professionals and give them an opportunity to deliver best practice to the areas of waste business that are often overlooked. We are a remote team with members operating from different corners of Australia and support operations located across the country.
Our Background
Our backgrounds are in commercial waste, local government, corporate finance and governance, business administration, and waste education. We pride ourselves on embracing any opportunity to work with the best; be it expert collaborators, flexible part-time parents or full-time waste and industry fanatics.
MEET THE TEAM
Lacey Webb
Lacey Webb has 15 years’ experience in Waste & Resource Recovery and as a CPA and industry CFO, is dedicated to leading our company values and delivering targeted solutions to our clients and to the clients of the consultancy firms that we service across Australia.
Furthermore, Lacey is one of Australia’s foremost authorities on waste levy regulation across Qld, NSW, Vic and WA, and is a leader in defining and implementing data and process standards across the industry.
She also is a keen collector of bright red shoes.
Chloe Rhoades
Chloe has joined Resource Hub to head up the Gatehouse, Systems & Data (GSD) team. She has over 9 years experience in state and federal regulation and compliance, and a Masters in Environmental Science.
Chloe began working on Waste Levy administration in Feb 2019 for the implementation of the QLD Waste Levy.
Impressively leading the data and reporting team and assisting other DES business areas to:
- Understand and analyse waste levy data
- Solve complex operational policy issues
- Assisted in the development of compliance activities and data review tasks
Chloe is passionate about taking the stress and confusion out of the waste levy and providing advice and guidance around data and compliance.
Oscar Gallagher
Proud to have been in Local Government Waste Operations for over a decade, Oscar Gallagher has transitioned his career into consultancy, leveraging his experience in operations management across the WARR sector to support Resource Hub client outcomes. Oscar boasts an education in Environmental Science and Management with tenures at Newcastle, Wollongong and most recently Upper Hunter Shire Council(s) in Environmental Compliance, Waste Operations and Management roles. He is passionate about optimising WARR, and sharing learnings broadly across the sector.
Eden Campbell
Eden brings her experience in business and administrative processes within the waste sector to Resource Hub. Specialising in processes and enhancing efficiency for clients, with a focus on compliance, waste minimisation, and resource recovery. Eden loves project-based consultancy, particularly in regulation and waste levy, data administration, and operations.
Eden takes pride in providing waste levy guidance and continuously refines skills to leverage versatile and transferable qualifications in the broader waste management, recycling, and sustainability sectors.
Kate Denham
Kate is a sustainability and project management expert with a Master’s degree and over a decade of experience in both public and private sectors. Her work spans diverse industries including energy, logistics, and the circular economy. This broad background allows Kate to apply a systems thinking approach to every project.
At Resource Hub, Kate is diving deep into operational and process improvements to drive significant sustainability outcomes across nAustralia. With on-the-ground experience in Lithgow, Gympie, and Emerald, she’s already making a big impact.
Brody Phillips
Brody joins the Resource Hub fresh out of university and filled with enthusiasm. Studying a Bachelor of Business, majoring in Business Management and a Bachelor of Commerce, majoring in Accounting. Brody will be assisting the team with data and finance administration, as well as manning the Resource Hub customer service hotline, to make sure we are here with answers and solutions when your business needs us.
Additionally Brody supports our clients and the team with their accounts payable, receivable and financial process needs.
Kylie Olden
Anne Unwin
Anne Unwin ensures Resource Hub’s clients receive excellent service, promptly responding to emails, managing inquiries, providing reports, and ensuring timely invoicing. Whether addressing emergencies or routine requests, she’s quick to find solutions. Anne also focuses on improving processes and streamlining workflows to enhance client satisfaction and service efficiency.
Samantha Lavery
Joining the team in 2024, Sam has come on board as a Data Administrator ready to help out clients with any reports and remote administration tasks.
Sam is also heading up our recently launched Resource Hub Helpdesk where clients can access quick and emergency help.

They understand the Waste management industry both in Australia and South Pacific and support our team at Resource Hub to deliver financial and economic modelling to clients, particularly council clients. Their ability to provide high quality, objective, independent, informed and practical advice, broadens the high-quality skill set that we are able to bring to the waste sector.
Mandalay Technologies
Mandalay Technologies is Australia’s leading provider of weighbridge software and data management systems for the waste and resource recovery industry.
The right data is critical to the success of an organisation, as are the processes that utilise and audit that data.
We collaborate with Mandalay to support councils, commercial facilities and communities across Australia to ensure that this data is supported by best practice business processes and alignment with regulatory requirements. We also work closely with Mandalay in supporting disaster response for their clients.
Terra Sana Consultants
Terra Sana Consultants is an environmental consulting firm with a focus on environmental sampling and monitoring, and an innovative approach to solving the modern world challenges, including drone landfill gas detection.
We love working with them to provide holistic audits to clients, where Terra Sana’s work in monitoring, scientific sampling, and process to regulatory compliance from the perspective of material classification, is complemented by Resource Hub’s audits of gatehouse functions, business and operational process, as well as recommendations regarding regulatory compliance.
